MEMORANDUM OF ASSOCIATION |

Whereas
it is considered necessary to set
up an organization to co-ordinate
the work of Scientific and
Technological Research Institutions to
ameliorate the drought conditions in the |
|
|

Whereas further it is considered necessary to prepare science and Technology plans relevant to the amelioration of drought in the state and also to establish effective Communication and other links among and co-ordinate the activities of centre of Scientific and Technological Research, Meteorology, Agriculture, Ground Water resources, Dry land farming, Water-shed development, Soil survey, surface water resources, command area development, Remote sensing, Government agencies in order to promote the application of Science and Technology of mitigation adverse impact of Drought and stabilization of agricultural production in the state. |

It is now decided that the Drought Monitoring Cell (herein after called the DMC ) should be established as society registered under the Karnataka Societies Registration Act, 1960, to function in accordance with the Rules and Regulations appended hereto, in furtherance of the following objectives. |
|

3.1 |
To identify the Scientific and Technological inputs required to tackle and drought problem in Karnataka. |
|
|
3.2 |
To undertake studies needed to utilize such inputs for alleviation of impact of drought and for drought proofing |
|
|
3.3 |
To suggest programmes of action designed to deal with drought problem |
|
|
3.4 |
To develop a database on
the various drought related factors
such as Precipitation, Evapotranspiration, Groundwater
levels and resources, Surface water bodies, Land use, Soils, |
|
|
3.5 |
To disseminate timely and reliable information on intensity of drought causing factors through media and other means. |
|
|
3.6 |
To develop patterns from individual manifestation of drought in order to relate them to the type and extend of services needed. |
|
|
3.7 |
To relate them to the type and extend of services needed in order to ensure a functional flow of information and other technological inputs needed to ameliorate the drought conditions. |
|
|
3.8 |
To initiate, support and co-ordinate applied research programmes in universities and other institutions in areas identified to be specifically suitable for the alleviation of impact of drought and drought proofing. |
|
|
3.9 |
To develop Science and Technology plans relevant to tackle the drought problem in the state. |
|
|
3.10 |
To undertake activities of the kind mentioned are 3.1 to 3.9 above of the Memorandum of Association (MOA) for problems connected with the hydrometerological events. |
|
|
4 |
The administration and management of the affairs and finances of the DMC shall be conducted by its Executive Committee constituted under rule 8 of the Rules. The first Executive committee consists of the following: |
